Unclear error message when empty NN and JT are passed via workflow

When we pass empty JT and NN properties through a workflow, an unclear error message is thrown, this can perhaps be validated and improved. For instance, when we pass

<job-tracker/> 
<name-node/>

the following error is displayed:

"IllegalArgumentException: Expected authority at index 7: hdfs://"
