On DataStore initialization create the reference.key if absent

Currently the reference.key is not generated and persisted until the first blob is added. And there is no way to force its generation via an API.

This presents an issue for us as we rely on the reference.key to programmatically update blob id hmac values during a content (from another source) import strategy we are developing.
