Improve oak-run check to allow fast remote consistency checks

Currently oak-run check only allows to check consistency of local TAR repositories. Following the improvement for compaction (OAK-9418), it would be nice to support remote repositories with the same mechanism, i.e. using a disk cache to speed up the operation.
