Implement S3 storage emulator for unit testing of S3DataStore

Need to figure out some type of S3 storage emulator that we can use to enable unit testing and CI testing for oak-blob-cloud / S3DataStore.

Proposed to first look at running S3Mock in a Docker container to address this need.
