Allow collection of IOTraces during normal operation

The IO tracing facility introduced with OAK-5655 should also be available during normal operation. The idea is to log IO reads intercepted via an IOMonitor instance to a logger. If DEBUG logging is not enabled for that logger at the time when the FileStore is instantiated, then no tracing would take place.
