AsyncIndexInfoService - Method to detect change in indexer state

AsyncIndexInfoService should provide a method to determine if async indexer has completed any new indexing cycle (i.e. lastIndexedTo state changed) between 2 repository states.

This can be used by indexers to determine if they should check further for actual change in index
