Implement a DummyDataStore to be used to test setup with no BlobStore access

To do benchmarking of the oak-run indexing tool we may need to run it against repo where we do not have access to DataStore.

For such such cases introduce a DummyDataStore which returns empty InputStream for any binary access but still allows creating binary files when used in read-write mode
