Use random ports when running Cold Standby tests

    Description

      Some Cold Standby tests fail intermittently on the Jenkins instances in Apache. The failures seem to be related to some platform hiccup, specially when it comes to reuse the same ports for the server and the proxy across multiple tests. This problem might be alleviated by using random ports in every test.
