Lower log level for "Skipping closed tar file ..." to debug

OAK-2757 added a info logging when accessing a closed tar file. While this happens rarely it seems to happen in clusters once it happens (i.e. many time in a second for the same file). As this is not a critical situation and can be safely ignored anyway, I suggest to lower the log level to debug.
