Improve compaction gain estimation logging for the case where there are no tar readers

When compaction is started on a new and sufficiently small repository such that there is yet no tar reader the compaction gain estimator logs the somewhat confusing message gain is 0% (0/0) or (0 B/0 B).

We should improve the logging for this case.
