Improvement wrt property states of type Type.LONG and Type.LONGS

i suggest to make the following improvements wrt long value handing to prevent copy paste of utilities and verbose code:

• move PermissionEntryProviderImpl#safeAdd to LongUtils in oak-commons
• add the missing NodeUtil.setLong (the getLong already exists)
