Sampling rate feature CompactionGainEstimate is not efficient

The sampling rate feature introduced with OAK-2595 is not efficient. It only prevents uuids from being stored in the bloom filter while the visited set is not affected and thus keeps growing.

I will remove the feature again for now. We should look for a better solution once this becomes a problem. Will follow up on OAK-2939 re. this.
