Update base version for checking proper package export versions

Once we released 1.2 we need to update the base version for checking proper package export versions. We also need to start including the modules that are released the first time in 1.2. Those are currently skipped.

At the same time we should decide on the granularity for updating package export versions and adapt our release process and numbering scheme accordingly. See also my comment on OAK-2006 for why this is necessary.
