Introduce include/exclude lists for detailedGC

We should have config options that define:

• an exclude list of wildcard based paths that are ignored for detailed gc in general. one example for this could be to not gc /jcr:system/jcr:versionStorage at all. This option should apply to all different detailedGC modes
• a temporary (deprecated) option for an include list of wildcard based paths that should only be considered for gc. This option should apply to deleteEmptyProperties (initially).
