Add support for Kafka 3.0

Kafka 3.0 released in September 2021.

As a major version release, it is anticipated that new features have been added, and that deprecations and incompatibilities may need to be addressed.

This work effort will likely take the form of new maven sibling modules to the existing 2.6 implementation:
