Added the ability to grab historic logs using ConsumeWindowsEventLog processor

I've been using Minifi as a logging agent for some Windows systems and wanted the ability to grab all the logs on start up rather than just anything logged in future. I've added a new property that specifies grabbing all the logs at startup ("StartAtOldest") and then logs as normal.
