Dirty state of Controller Service and Reporting Task configs not being kept correctly

When opening the configuration for a controller service or reporting task that uses a controller service reference, clicking on the "go to" arrow widget to go to the referenced controller service results in the user being asked if it should save first, regardless of the dirty state of the configuration.
