Remove commons-codec and commons-lang3 from nifi-security-utils

The nifi-security-utils module is a dependency of many other components and should have a minimal set of dependencies. With the introduction of Java HexFormat, Apache Commons Codec is no longer necessary in nifi-security-utils. The module also makes minimal use of Apache Commons Lang3, so references to StringUtils can be reduced and refactored.
