Standardize File System Persistence Path Building

The Registry File System Persistence Providers implemented support for storing flows and artifacts in a configured directory. These components use various approaches for building hierarchical paths for persistent storage. Newer Java NIO Path capabilities should be used to ensure consistent use of path separators and element formatting.
