Evaluate Apache Infrastructure Hosted GitHub Runners

The Apache Infrastructure Team has begun testing self-hosted runners for GitHub Action workflows that provide better performance than standard runners.

The self-hosted runners require specific run configuration settings that apply to workflows within the context of the project repository, as opposed to forks. The workflow configuration should support targeted execution on self-hosted runners for testing and comparison of results.
