Add Required Permission for Referencing Remote Resources

The Component Required Permission enumeration defines a number of privileges that can be applied to extensions that perform actions that impact system behavior.

The addition of generalized support for configuring external resource references in component properties included the option to retrieve resources from a remote URL. This can include configuration files or additional libraries.

A new Required Permission value should be created and applied to components that can be configured to reference resources using a remote URL. This permission will highlight potential component configuration features and allow administrators to restrict access when needed.
