It's not possible to install Java Web and EE plugins

There is an issue with installation of Java Web and EE plugins.

To reproduce.

Make sure to install OpenJDK 12.

> java -version
openjdk version "12" 2019-03-19
OpenJDK Runtime Environment (build 12+32)
OpenJDK 64-Bit Server VM (build 12+32, mixed mode, sharing

Install NetBeans 11

Try to proceed with steps:

1. Install the Java EE and web plugins:
   1. Select Tools -> Plugins from main menu.
   2. Select Available Plugins tab and click Category column header to sort.
   3. Scroll down to Java Web and EE category, select and install all these plugins.

There is an error while installing plugins.

Warning - could not install some modules:
Nashorn Integration - No module providing the capability com.oracle.js.parser.implementation could be found.
11 further modules could not be installed due to the above problems.
