Warn on BOM import within same reactor

As we saw in MNG-8009, BOMs when imported within same reactor, can create havoc.

Ideally, Maven should prevent imports of BOMS if importing project and BOM are located in same reactor. BOMs should be always pulled from external sources.

For now we just warn, later can see to fail.
