    Description

      While it's draining, the agent should decorate TASK_KILLING and TASK_KILLED status updates with REASON_AGENT_DRAINING. It should also convert TASK_KILLED to TASK_GONE_BY_OPERATOR in the mark_gone case, ensuring that TASK_GONE_BY_OPERATOR is the state checkpointed to disk.
