Add end to end tests for operations on agent default resources.

Making note of particular cases we need to test:

• Verify that frameworks will receive OPERATION_GONE_BY_OPERATOR for operations on agent default resources when an agent is marked gone
• Verify that frameworks will receive OPERATION_GONE_BY_OPERATOR when they reconcile operations on agents which have been marked gone
