Add support for system installations of libevent instead of the downloaded tarball.

    Description

      On CMake, ENABLE_LIBEVENT will cause the build to download a tarball of libevent and build the library locally.

      We should add the ability to build against a version of libevent installed on the system (like how the autotools build requires libevent).
