Make IO Switchboard optional for debug containers

Details

    Description

      Starting a new IO switchboard for each debug container adds some overhead.

      The functionality provided by the IO switchboard is not always necessary, so we should make the IO switchboard optional in order to improve the performance of launching nested containers.
