Transition Windows away from `os::killtree`.

Windows does not have as robust a notion of a process hierarchy as Unix, and thus functions like `os::killtree` will always have critical limitations and semantic mismatches between Unix and Windows.

We should transition away from this function when we can, and replace it with something similar to how we kill a cgroup.
