Expose information about unreachable agents via operator API

Operators would probably find information about the set of unreachable agents useful. Two main use cases I can see: (a) identifying which agents are currently unreachable and when they were marked unreachable, (b) understanding the size/content of the registry as a way to debug registry perf issues.
