Add event stream in Mesos

Currently, Mesos-DNS will retrieve host info (name <-> IP mapping) periodically. In DCOS, it case data by nginx; but there's performance concern when it's out of DCOS. It's better for Mesos to provide event stream to avoid caching.

Anyway, it's hard to make event stream reliable.
