Simplify and/or document the libprocess initialization synchronization logic

The synchronization logic of libprocess predates abstractions like process::Once, which is used in almost all other one-time initialization blocks.

The logic should be documented. It can also be simplified (see the review description). Or it can be replaced with process::Once.
