python tools do not obey PYTHON_VERSION

    Description

      As per configure:

      Some influential environment variables:
...
  PYTHON_VERSION
              The installed Python version to use, for example '2.3'. This
              string will be appended to the Python interpreter canonical
              name.

      However, mesos-ps and other python tools install with the shebang line of /usr/bin/env python even if you set PYTHON_VERSION to something else.
