Implement current mesos Authorizer in terms of generalized Authorizer interface

    Description

      In order to maintain compatibility with existent versions of Mesos, as well as to prove the flexibility of the generalized mesos::Authorizer design, the current authorization mechanism through ACL definitions needs to run under the updated interface without any changes being noticeable by the current authorization users.
