Upgrade Cassandra appender and integration test to use Cassandra 4.x

The current CassandraAppender plugin uses a more recent Cassandra driver, but it still uses an integration test against a fairly old version of Cassandra. Upgrading the dependency in place is insufficient as the embedded Cassandra configuration file is also fairly out of date and needs to be rebased on the latest default settings.

Additionally, this upgrade is needed in order to support running the integration test on aarch64 platforms due to native component integrations.
