DigitalOcean volumes list can be None

I am using libcloud 2.3 and it seems to fail today (it worked last week) on DigitalOcean in the list_volumes function: data can be None and the map call fails. I have made a small patch that seems to fix the problem, but I don't know if it could hide something or if it is the right fix.
