AlterSchema should check new column validity earlier

I ran an ALTER command where the new schema had a NOT NULL column, but I didn't provide any read/write defaults. This succeeded at ALTER time, but of course will be problematic when trying to read, since there's no reasonable value to fill in for the existing rows.
