[Python] expose table partitioning via Python API

Currently the python client doesn't expose the KuduTable::partition_schema API .

I'd like to create some tooling to query existing time range partitions to monitor if we need to add new ones, or even to add these automatically. Currently, getting partitioning info from python is only possible by invoking external tools (like impala-shell), and parse the output.
