tool to dump rows from local cfiles

In extreme cases where a tablet configuration is unstable to the point of being almost unusable, it'd be nice if there were a tool to operate on local, physical files to retrieve data. This would allow operators to iterate through local data and back it up elsewhere, perhaps even back into Kudu.
