Reduce flakiness of BranchedMultiLevelRepartitionConnectedTopologyTest

KAFKA-9335 introduces an integration test to verify the topology builder itself could survive from building a complex topology. This test gets flaky some time for stream client to broker connection, so we should consider making it less flaky by either converting to a unit test or just focus on making the test logic more robust.
