Fenced member should not send heartbeats while waiting for onPartitionsLost to complete

When a member gets fenced, it transitions to FENCED state and triggers the onPartitionsLost callback to release it assignment. Members should stop sending heartbeats while FENCED, and resume sending it only after completing the callback, when it transitions to JOINING.
