Cannot create images from powered off droplets

It looks like something has changed in DigitalOcean and now droplets must be powered on in order to be able to take snapshots. Currently the DigitalOceanImageExtension enforces that droplets are powered off (as it was the requirement before), and all attempts to create an image fail.
