[Distributed] Start-up checks

A node should check the following items before it is set up:
The size of seed-nodes should be no less than the quorum.

When a node joins the cluster or the seed-nodes are trying to form the initial cluster:
Configurations like partition interval, hash salt, replication number should be the same for all nodes.
