Add admission controller test that submits a burst of queries, triggering overadmission and query failure

We should add an admission controller test that directly exercises this known overadmission case. It would be good to test the boundary causes:

• The case where we submit enough queries to cause overadmission
• The case where we narrowly avoid overadmission
