Query option optimize_partition_key_scans should work with bool value

A small mistake in the option parsing causes the value "true" to be ignored for the option "optimize_partition_key_scans". The fix needs to go to the next maintenance release for 2.5.0. For now, we will document that this option only works for the value "1".
