Return error for unsupported values of REPLICA_PREFERENCE

The query option REPLICA_PREFERENCE has two settings intended for future use: CACHE_RACK and DISK_RACK. We added them to keep the option's enum value stable, once we extend the behavior to support rack-aware replica-selection. For now, using them should throw an error.
