Add a LICENSE.txt top-level file.

Impala should have a LICENSE.txt file that contains the name and license details of all dependent libraries. This is for good hygiene to ensure that we don't accidentally introduce incompatibly-licensed dependencies, and to allow users of Impala to more easily audit our dependencies.
