Exclude cheap fragments from CpuAsk calculation.

If a fragment has a low ProcessingCost under certain threshold, it might be better to exclude it from CpuAsk/dominant fragment calculation. Right now, a fragment that reads a very few rows can bump the core count, even though such a fragment would run in parallel only for a very limited time.
