Send heatbeats via a network channel

A TCP connection might 'break'; such a broken state can only be detected by attempting to send something through the connection. Periodically-sent heartbeats need to be added; each participant should send empty messages to its peer. The period between sends should be configurable; 500ms seems to be a good default.
