Support cluster snapshot security permissions

Need to add a capability to specify permissions to allow/disallow executions of cluster snapshot operation.

The following permissions should be added to the SecurityPermission enum:

• ADMIN_SNAPSHOT_OPS - for creating/cancelling snapshot opreation
