Fix HFileBootstrapIndexReader.getIndexedPartitions() returns unclean partition name

When calling HFileBootstrapIndexReader.getIndexedPartitions(), it will return unclean partitions because of https://github.com/apache/hbase/blob/rel/1.2.3/hbase-common/src/main/java/org/apache/hadoop/hbase/CellUtil.java#L768.
